New rule: RemoveUnnecessaryStringFormat

Remove String.Format when format string doesn't contain any format items.
Example:
    string s = String.Format("This is a string literal without format items");

Fyi: This is already handled by ReSharper.

Btw:  

string s = string.Format("This is a string literal without format items");

Maybe there is already a rule that avoids variable names like "s"? :D Afaik there is already a rule that suggest using native types ...
