Respect RulesEnabledByDefault in the SettingsEditor

Hi

I want to use StyleCop but the default rules are too pervasive and I'l like to introduce them to the team slowly. I like the idea of the "RulesEnabledByDefault" global setting but it doesn't seem to be respected by the settings editor UI that you provide.

Here's a patch to fix it.

(Tried to find a nice way to make a pull request to StyleCop without installing Hg. Unfortunately, creating a patch seemed like the best way in the end.)

The coordinator who accepted my pull request in the past (andyr) hasn't even signed in since April 9th (see https://www.codeplex.com/site/users/view/andyr). I don't think bumping the thread every few weeks is going to do much, and I think your best bet of getting your patch eventually accepted is to create a proper pull request (so create a fork, install Hg if necessary, make your change, then create a pull request).

Is there no one else with commit access?

I'm happy to keep using my patched version.

The patch applies cleanly to the current head with the following command:
patch -p1 < StyleCop.patch

I'm sure others have commit access, but no one except for andyr has committed anything since May of 2012. It might be best to keep using your patched version, and hope that something better-maintained comes out for Visual Studio "14".
